Are flights canceled when there is a state of emergency issued?

I am flying into the New Orleans airport this Friday, August 29th, and will arrive at 10:30 that night. Even though the hurricane is not projected to hit land till Late Monday and they are uncertain where it will hit, New Orleans is thinking of issuing a state of emergency as early as tomorrow and an assisted evacuation by Friday. I tried to Google it but am not to good at searching the internet. Oh, and I am not staying in New Orleans, that is just the closest airport to where I am going.

Sometimes it nto just of an emergency. One time when my friend was travelling the flight got cancelled because the pilot got a muscle spasm. Nothing to do with the plane itself.

Make sure your cell phone is charged. It's very difficult to get information about the reasons behind flight delays or cancellations from airport personnel, and while you're at the airport you can call a friend who can bring you up to speed on the information you need to know, from TV and the Net.

No aircraft are going to fly anywhere near a hurricane. That's more of a factor than a state of emergency. Whether or not a state of emergency affects airline flights depends on local authorities—I'd guess that if the state of emergency is related to bad weather, flights will probably be grounded.

No they are not. Should weather conditions become too severe, then the airline will cancel flights. Extra sections may be run after the storm has passed. Sometimes additional flights will be added to move evacuees. We ran quite a few after Katrina.
